Very nice park, there are some forested areas in which you can camp. There are signs saying it''s forbidden to sleep there, but it is unlikely there is a security guard; even if there is one, you can easily set up in an invisible spot (there are even hiking trails you can camp in if you feel really unsafe). It is such a big park, you can definitely sleep there, and you should. All facilities, there are rest huts. A bit far from downtown Matsumoto, but walkable.
